Urban highways should be considered temporary and only remain in use through a periodic justification of their existence.

All urban highways are antithetical to sustainable urbanism and the function of 21st century cities; therefore, they should face an expiration date. Highways will only be allowed to survive through a periodic justification of their existence that accounts for new technologies and changing city priorities, such as social justice, land use, and walkability.
